What Is the Notification About?
IGNOU has revised its financial support scheme for SC/ST students applying for fresh admission or re-registration in Bachelor’s degree programs (like BAM, BComF, and BSCM).
Earlier, SC/ST students used to get a 100% tuition fee waiver. But starting July 2025, students now have to pay:
- 50% of the program fee
- Registration fee
- University development fee
Who Is Eligible?
To get financial assistance from IGNOU, SC/ST students must:
- Belong to SC/ST category (with valid certificate)
- Have an annual family income not exceeding ₹2.5 lakh
- Not be receiving any other scholarship from government agencies
- Must have a valid DEBID (Digital Education Benefit ID)
How Much Will You Have to Pay?

Documents Required
Students need to upload the following documents at the time of admission/re-registration:
- Caste Certificate (Digitally verified; issued by Tehsildar, SDM, ADM, or DM)
- Income Certificate (Issued by the revenue authority of your domicile state)
- DEBID (Digital Education Benefit ID) – Mandatory
- A declaration confirming that the learner is not receiving any additional financial aid or grant.
Re-Registration Students – What’s New?
If you are an existing IGNOU student and applying for re-registration in July 2025:
- Half of the course charges must be submitted by you as well.
- Must follow the same financial support rules (including income limit, DEBID, affidavit, etc.
Important Notes
- Students who already receive scholarship benefits from State/National schemes are not eligible for IGNOU’s financial support.
- The support amount will depend on the grant-in-aid received from the Ministry of Education (MoE).
- The initiative is managed through the Student Enrollment Department (SRD).
From the coming session July 2025 session, you will also have to pay 50% fees of your program.
